I need to know about cheap or free treatment installation in Texas for me .. child?

My son is 17 years old need help badly .. is on drugs and alcohol, lying, stealing, etc. I have tried everything I know to prove, but everyone tells me is 17 because that is their choice .. You can leave the house or whatever and have to agree to a treatment center .. my heart is breaking seeing it spiral out of control down and not be able to do anything about it .. any suggestions? Im so scared for him .. It has also been diagnosed as bipolar and refuses to take their medications ..
