Drug Treatment Florida

Is there any way to force a family member in drug rehabilitation in the state of Maryland?
I know that in Florida have something called Marchman Act and wondered if something like this in Maryland. I have a very close member that has become addicted to crack cocaine and I am terrified for her and my whole family. She knows she has to go to rehab, but remains stagnant. Some of their excuses were valid, but these circumstances have long passed and do not always seem to be a new excuse for delay getting help. I'm losing my mind! I stress about the time I wake up till I go to sleep. His drug problem is me plague and the rest of my family! Is'nt there any way that a family member can have someone have to be treated or at least evaluate? I know you can do if someone is suicidal or homicidal, but what about for addiction to hard drugs?
In Maryland, you can file an emergency assessment Petition (EEP) and the person will be taken by police to hospital for examination and drug testing and may be hospitalized. One member of my family committed suicide BC recently in Maryland could not download the crack, and the last I heard 1 in 4 crack users actually do try to get their assistance.
