Abraxas approved to treat sex offenders SHELBY – Richland County now has a three-state approved programs for sex offenders minors. Ohio Department of Youth Services spokeswoman Kim Parsell Cornell Abraxas in Shelby received certification from the state April 12 to treat young offenders sex, in addition to current behavioral treatment programs and drug and alcohol.
