Crow Wing County is one of the few counties in the country with a Court of the CFA. There are many eligibility criteria before an offender is admitted Court in the CFA. This is a team approach and each candidate is proposed by the DWI Court team. DWI Court Team consists of the judge, prosecutor, defense attorney, probation probation specialist drug and law enforcement. Protocol is the drug court model. CFA Court consists of four phases and a diploma. In each phase, participants must complete certain objectives. As participants advance through the program requirements may be less restrictive phase. During all phases program participants are required to cooperate with alcohol often random drug tests and observed, and cooperation with frequent visits and random and office visits, attend court hearings and CFA abstain from alcohol and drugs.
Phase I: Participants enter and successfully complete the recommended Treatment Programs and abstinence. Must be in phase I for a minimum period of three months and 30 days of abstinence continues.
Phase II: Participants will focus on stabilizing and maintaining continuous abstinence for recovery. Must be in phase II for at least four months and 90 days of continuous abstinence.
Phase III: Participants will continue to focus on maintaining abstinence and recovery.
Must be in phase III for a minimum of five months and has 120 days of continuous sobriety.
Phase IV: Participants will focus on objectives Personal and treatment, while maintaining the recovery, strengthening and maintaining lifestyle clean, sober and legal. Must be in phase IV of at least six months and have a minimum of eighteen months in the program and have 270 days of continuous abstinence.
